Annexure I A
ADMINISTRATIVE/ FINANCIAL POWERS OF REGIONAL DIRECTOR IN THE MATTERS RELATING TO HIGHER EDUCATION.
1. Inspection of Government Colleges including general supervision of the work of the Principals of Non- Government colleges and Government colleges except Autonomous colleges and lead colleges.
2. Recommendation for permission/ recognition of Non.-Government College.
3. Recommendation for opening of new streams / subjects/ honors subjects and increase of seats in respect of Government and Non-Government colleges.
4. Submission of proposals for constitution of Governing Body of Government college/Non-Government Colleges.
5. Supervision of the schemes of vocational Education and payment to the Staff.
6. Drawl and payment of salaries as well as NR grants to the Non-Government Colleges under direct payment scheme.
7. Sanction of leave/GPF/Advance/LTC/ GIS etc in respect of the staff of Government / Non-Government Colleges including that of the establishment of the Regional Directorate and Vocational Higher Secondary Schools.
8. Processing of pension cases in respect of Government and Non-Government Colleges.
9. Countersignature/ Approval of tour programme tour diary tour particulars TA bills of the principals Non-Government Colleges and Government Colleges except autonomous colleges and lead colleges.
10. Audit on the accounts of Government and Non-Government Colleges
11. Appointment of Ministerial Officers including class- IV employee.
ANNEXURE I B
Administrative/ Financial powers of the Regional Director relating to the matters of secondary and Elementary Education including the delegation to be made in these matters in favour of the Joint Director(School Branch).
1. (a) SECONDARY
i) Regional transfer of Headmasters/Headmistress (Sr. SES)
ii) Sanction of leave crossing of EB & LTC of Sr.. SES teachers.
iii) Sanction of GPF 2nd advance of Sr. SES teachers.
iv) Sanction of leave to maximum one month in respect of OES class II. Officers.
v) Recommendation for permission and recognition of private High school.
vi) Approval / Countersignature of tour programme tour dairy / tour particulars and TA Bills of inspector of Schools.
vii) Supervision of works of CIS schools court cases inspector of schools and Sanskrit studies.
(b) ELEMENTARY
i) General supervision of works of D.I.s S.I.s and Court cases of Primary Education D.P. learning without Erootire, Education for all and A.I.P. Programme in respective districts. |
