Regional Directorate

CREATION, POWERS & FUNCTIONS OF REGIONAL DIRECTORATE OF EDUCATION, BHUBANESWAR.

1. Regional Directorates of Education created vide Higher Education, Govt. of Orissa Resolution No.5256/HE, Dtd.29.1.1997 with delegation of Administrative and Financial Powers in respect of the Higher Education and School Education matters headed by Additional Director.

2. Govt. in the Higher Education Deptt. vide Resolution No.53246/HE, dtd.27.10.1999 resolved that Regional Directorates of Education will be headed by the officer of college branch, Grade-I Principal who will be designated as Regional Director and he will enjoy the status of Heads of Department. The ministerial staff will constitute a separate cadre of Heads of Deptt. having no linkage with common cadre of main Directorate.  The Regional Director of Education will be the appointing and disciplinary authority in all Class-III and Class-IV employees of the concerned  Regional Directorates of Education.

3. The Regional Directorate of Education notified as Prescribed Authority in respect of Non-Govt. Colleges offering general education vide Govt. of Orissa, Deptt. of Higher Education Notification No.53885/HE, Dtd.29.9.2000.

Further, the Regional Directors of Education have also been declared as Prescribed Authority in respect of non-Govt. Sanskrit Colleges imparting Upashastri and Shastri Courses vide Govt. of Orissa, Deptt. of Higher Education Notification No.32400/HE, Dtd.12.8.2004.

By the above notifications and resolutions Regional Directors of Education are dealing with the permission, recognition, Governing Body matters of all Non-Govt. colleges offering general education and Sanskrit education in their respective zones on the capacity of the Prescribed Authority alongwith the establishment matters of govt. and Non-Govt. colleges.

Different type of Colleges
As per Sub-Section-5 of Section-1 of the Orissa Education Code it is submitted that the colleges have been devided into two classes.

            a) Arts colleges                   i) English Colleges, ii) Oriental Colleges
            b) Professional Colleges     i) Training Colleges,

Functions of different colleges

An Arts college provides instruction in the University courses in Arts or Science.  An Oriental College provides instruction in one of the higher branches of oriental learning. 
A law college prepares students for the University Examinations in law.

A training college is an institution for the professional training of teachers in secondary schools and of inspecting officers.  It prepares students for the University diploma in education.
